Formerly known as Industrial Advancement Administration that originated as an external body of the Ministry of Commerce and Industry, it was established as the Ministry of SMEs and Startups under the Ministry of Trade, Industry and Energy in 1996. Its main responsibilities include developing policies to promote SMEs, projects to improve SME structures, technological support for SMEs, fostering venture companies, reinforcing cooperation between large companies and SMEs, providing financing and human resources for SMEs, securing the demand basis for SMEs, disaster management for SMEs, researching and analyzing SME trends, supporting the implementation of information system for business administration, nurturing companies of female entrepreneurs and entrepreneurs with disabilities, providing policy funding and consulting for small merchants, supporting franchise business of promising small merchants, promoting traditional markets by modernizing the facilities, etc.
